A.
11 O.S. § 20-101(A) requires a review of the City's
wards and ward boundaries as soon as practicable following each federal
census and that any change of boundaries or number of wards be done
in a manner wherein the wards are formed of compact and contiguous
territory and are substantially equal in population. Furthermore,
City Charter Section 25 identifies a process to change ward boundaries
of the City of Tahlequah wherein an appointed five member Redistricting
Recommending Committee makes recommendations to the Mayor and City
Council of the City of Tahlequah after investigating the population
of the City of Tahlequah in light of the most recent United States
census figures. Such a Redistricting Recommending Committee has reviewed
the 2020 United States Census figures and has provided its findings
and/or report recommending readjustment of the ward boundaries of
the City of Tahlequah to the Mayor and City Council at a Special Meeting
of Tahlequah City Council held on January 19, 2022 at 5:30 p.m.
B.
Consistent with the Charter of the City of Tahlequah and laws of
the United States and the State of Oklahoma, the City Council alters
the existing Tahlequah City Council Wards and amends the boundaries
of the wards in the City of Tahlequah, effective April 1, 2022, as
follows:
Ward No. 1: Beginning at the midpoint of the intersection of
Shawnee Street and Muskogee Avenue, North on Muskogee Avenue to Valley
Street, Northeast on Valley Street to Grand Avenue, North on Grand
Avenue to the point it merges with Highway 82, North on Highway 82
to the Corporate Limit line running East, follow Corporate Limit line
South and East to Highway 62/51 or Downing Street, West on Highway
62/51 to Bliss Avenue, then South on Bliss Avenue to Boone Street,
West on Boone Street to the point it merges with Shawnee Street. West
on Shawnee Street to the midpoint of the intersection of Shawnee Street
and Muskogee Avenue.

Ward No. 2: Beginning at the midpoint of the intersection of
Shawnee Street and Muskogee Avenue, South on Muskogee Avenue to Southridge
Road, West on Southridge Road to Highland Drive, South on Highland
Drive to Corporate Limits. Follow the Corporate Limit lines South
and East around and crossing Highway 62, then follow the Corporate
Limit lines West and North to Highway 62/51, West on Highway 62/51
to Bliss Avenue, then South on Bliss Avenue to Boone Street, West
on Boone Street to the point it merges with Shawnee Street. West on
Shawnee Street to the midpoint of the intersection of Shawnee Street
and Muskogee Avenue.

Ward No. 3: Beginning at the midpoint of the intersection of
Choctaw Street and Muskogee Avenue, West on Choctaw Street to the
Corporate Limits. Follow the Corporate Limit line South around to
Highland Drive, North on Highland Drive to Southridge Road, then East
on Southridge Road to Highway 62, North on Highway 62, or Muskogee
Avenue, to the midpoint of the intersection of Choctaw Street and
Muskogee Avenue.

Ward No. 4: Beginning at the midpoint of the intersection of
Choctaw Street and Muskogee Avenue, West on Choctaw Street to the
Corporate Limits, then northerly and easterly along the Corporate
Limit line to Highway 82, South on Highway 82 to the point it merges
with Grand Avenue, South on Grand Avenue to Valley Street, Southwest
on Valley Street to Muskogee Avenue, South on Muskogee Avenue to the
midpoint of the intersection of Choctaw Street and Muskogee Avenue.
