A. 
The purpose of these regulations is to establish procedures for the collection of residential yard waste by the street department.
B. 
For the purposes stated in Subsection A of this section:
CONTRACTOR
General contractor, handyman service, lawn service, carpenter, electrician, plumber, roofer, tree trimmer, brick or stone mason, or any other person hired to perform any type of work.
SIGHT TRIANGLE
The triangular area formed by the intersection of street lines and a straight line connecting such street lines at points 30 feet from the point of intersection measured along such street lines.
WOODEN MATERIAL
Small trees, tree limbs, wood posts that have been cut down, trimmed, pruned, pushed over, or are otherwise the product of maintenance of the lawn of a residential property.
YARD
Measurement of volume representing one cubic yard.

Tree limbs, small trees, shrubs, and wooden posts that have been cut down, trimmed, pruned, pushed over, or are otherwise the product of maintenance of the lawn of a residential property.

A. 
Yard waste will be collected by the street department upon request by the property owner provided that property owners are limited to one request per week.
B. 
In cases of severe weather or other emergency, the limitation on collection specified in Subsection A of this section can be temporarily suspended at the discretion of the assistant City Administrator.

A. 
Yard waste collections will be limited to 2 1/4 cubic yards of waste material.
B. 
Wooden material must not exceed 12 inches in diameter or four feet in length.
C. 
There shall be no importation of yard waste from other properties for the purpose of collection by the City.
D. 
All materials must be free of wire, nails, plastic bags, tacks, or other foreign objects.
E. 
No materials resulting from construction or demolition will be collected.
F. 
No waste or material created, or deposited by, a contractor will be collected.
G. 
Household garbage, leaves, grass clippings and other debris will not be collected by the street department.
H. 
Unacceptable materials include, but are not limited to, plastics, insulation, tires, shingles, sheetrock, carpet, furniture, and cardboard and will not be collected by the street department.

A. 
Persons placing yard waste for collection shall:
1. 
Place the waste directly behind, and parallel to, the curb or street edge with no limbs, branches, vines, or other pieces of the waste material resting on or overhanging the curb or street edge.
2. 
Ensure that the waste is not placed within 10 feet of a fire hydrant, gas meter, water meter, sewer manhole cover, telephone pedestal, or other obstruction that would impede the collection process.
3. 
Ensure that the waste is not deposited within the sight triangle of any street intersection.
B. 
Wooden material must be stacked in an orderly fashion with the "butt ends" roughly aligned and together on the same end.
C. 
Yard waste shall not remain at the curb (or street edge) awaiting collection for more than 72 hours without having made arrangements for collection with the street department.

A. 
Each additional collection beyond the single free collection defined in Subsection 14-702A of this chapter will be subject to a fee of $50 for each additional yard of material collected during the extra collection.
B. 
During any weekly collection defined in Subsection 14-702A of this chapter each additional yard of material collected above the limitation defined in Subsection 14-703A of this chapter will be subject to a fee of $50.
C. 
The street department will provide a cost estimate to any property owner requesting additional or excessive collections as defined in this section.
