It is unlawful for any person, firm or corporation to use any
water from the City water system for irrigation or otherwise watering
plants and grass during the progress of any fire in the City.

It is unlawful for any person to obstruct or interfere with
the free and unhampered way or access to any hydrant by placing around
or upon the same any stone, lumber, brick, dirt or other thing.
