There is established an airport advisory board to be called the "Tahlequah Regional Airport Advisory Board." This Board shall be comprised of five members, one representing each ward of the City of Tahlequah and one at-large member. The members shall be appointed by the Mayor, with confirmation by the City Council, to five-year staggered terms. Terms of appointment shall expire in May, provided members shall serve until their successors are appointed.

The Mayor, by and with the consent of the City Council, may remove any member at any time.

The Tahlequah Regional Airport Advisory Board shall elect one of its members as Chair.

All meetings of the Tahlequah Regional Airport Advisory Board shall be public; and on or before the first day of December each year, the Chair shall submit to the City Clerk a written statement designating the date and time of the Board's regular meetings. A regular meeting of the Board shall be held no less often than quarterly in July, October, January and April. Regular and special meetings may be held upon giving notice to all members and as required by and in conformity with the Oklahoma Open Meeting Act.[1] A special meeting may be called by the Airport Manager, Chair, or any two members of the Board.

A majority of all the members of the Tahlequah Regional Airport Advisory Board shall constitute a quorum. If a member is absent from four consecutive regular meetings of the Board, the member shall thereupon cease to hold office.

A complete copy of the minutes of each meeting of the Tahlequah Regional Airport Advisory Board shall be filed with the City Clerk within five days of approval by the Board.

A. 
The purpose of the Tahlequah Regional Airport Advisory Board is to provide for the growth of quality aviation services in the City of Tahlequah, through planning and promotion, to enhance the economic and cultural development of the community.
B. 
While not inclusive, the following provides further guidance to the Board as to its powers and duties:
1. 
Conduct strategic planning and propose projects and improvements necessary to maintain and improve the infrastructure of the airport.
2. 
Make recommendations to the City Council in respect to construction, expansion, improvements, maintenance and operation of the airport.
3. 
Make recommendations to City Council concerning leases and permits.
4. 
Help to ensure continued access to Tahlequah and the surrounding area to the national airspace system through compliance with the Oklahoma Aeronautics Board State Airport System plan and FAA and other regulatory entity directives.
5. 
Encourage economic growth of the airport by attracting new businesses to the airport and surrounding airpark.
6. 
Assist in development of policies, projects and programs that encourage the economic self-sufficiency of the airport, increase airport viability, and result in increased airport and community growth.
7. 
Inform the City Administrator of any failure by personnel of the airport to carry out any orders or policies adopted by the governing body and ensure that the Policies and Procedures Manual is timely updated.
8. 
In an advisory capacity, work toward the general improvement of the airport and the advancement of Tahlequah as an air transportation center.
