All officers elected or appointed to office in this City shall be qualified electors of this City, and shall have such other qualifications as the Charter and ordinances may prescribe.

All Councilmen shall qualify for office as provided in the City Charter. All other elective officers and all appointive officers shall qualify within 10 days after the beginning of their terms. Failure to qualify within the time required, by taking the oath or affirmation of office and making any bond required by the Charter, ordinance or resolution of the Council, shall void the election or appointment of the person; and a successor shall be chosen for the place as provided by the Charter or ordinance.

A. 
The various officers of the City are hereby required to enter into a good and sufficient bond to the City, to be approved by the Mayor and Council, conditioned for the faithful performance of their duties and the accounting and paying to this City all monies and property coming into their hands and possession by virtue of their offices, as the Mayor and Council shall from time to time determine by resolution. Bonds to the City shall be in the amounts respectively indicated after their titles, or as otherwise set by the Council:

A. 
The following officers of the City shall receive from the City as compensation for his or her services such amounts as the Mayor and Council shall fix from time to time, in accordance with applicable law, by ordinance or resolutions:
1. 
Mayor;
2. 
Councilman;
3. 
Chief of Police;
4. 
City Clerk;
5. 
Street commissioner; and
6. 
City Treasurer.

The salaries or other compensation to be paid to the City Attorney and all other officers and employees appointed by the Mayor with the consent and confirmation of the council, shall be determined by motion or resolution adopted by the council, and may be changed from time to time in the same manner.

A. 
Except as the charter or ordinances may provide otherwise, all officers appointed by the Mayor with the consent and confirmation of the council shall serve for a term expiring at the time of expiration of the term of the Mayor, and shall serve thereafter until their successors are appointed and qualify.
B. 
All employees appointed by the Mayor with the consent and confirmation of the council shall serve for indefinite terms.
C. 
Any such officer or employee shall be subject to removal at any time for the good of the service by the Mayor and council, except as otherwise provided by the charter or ordinance.

All City offices shall be open on every day of the week except Saturday and Sunday and required legal holidays from 8:30 a.m. to 4:30 p.m. The council, by motion or resolution, may vary this requirement when it deems it for the good of the City. The police department and the fire department shall have appropriate personnel on duty status at all hours of every day.

No employee or officer appointed by the Mayor and approved by the council may be dismissed, discharged or terminated except upon approval of such dismissal, discharge or termination by the council; and, except as required by the charter, no employee or officer shall be required to be a resident or qualified elector of the City; and, the compensation of any employee or officer shall not be changed except by approval of the council; and all of the provisions of this section shall apply to all employees and officers previously or hereafter appointed by the Mayor and approved by the council.

The employees and officers, other than elected officers, in the administrative offices of the City of Tahlequah in City hall shall be under the supervision and direction of the assistant City Administrator, who shall be under the supervision and direction of the Mayor and City council.

A. 
Smoking and nonsmoking areas in this facility have been separately designated and separately posted. Areas not identified as "smoking permitted" are designated and posted as "nonsmoking areas." In this establishment, both smoking and nonsmoking areas have been identified based on the results of physical survey which included such factors as ventilation patterns, work stations, and patron or employee comfort.
B. 
All employees and patrons are requested to honor the smoking and nonsmoking areas designated and to respect the preferences of others.

Absentee ballots shall be provided in all primary, general, special or runoff elections conducted by the City or the Cherokee County election board in the manner and in accordance with the provisions now established or hereinafter established by the laws of the state.

All expenses incurred in the conduct of any election for the City shall be paid by the City.
