For the mutual protection of the lot owners and the cemetery
as a whole, the following rules, regulations, and memorial work specifications
have been adopted by the City Council as the rules, regulations and
memorial work of the Tahlequah cemetery and all lot owners and visitors
within the cemetery, and all lots sold shall be subject to the rules,
regulations, and specifications, and subject further to such other
rules, regulations, amendments, or alterations as shall be adopted
by the City Council from time to time, and the specifications in the
certificate of ownership of a lot or plot shall have the same force
as if set forth in full therein.

The cemetery shall be open to the public from 8:00 a.m. until
dark each day of the week. Cemetery personnel will be available for
business from 8:30 a.m. to 4:30 p.m. during weekdays (Monday through
Friday). All cemetery gates will be secured each evening at dark.

Employees of the cemetery are not expected to work on weekends
or holidays, except when absolutely necessary in the preservation
of order, and as specified in the rules and regulations. Nonworking
holidays shall include those holidays as agreed upon in the employees'
contract or conditions of employment.

Employees of the cemetery are not permitted to do any work for
lot owners or visitors except upon the order of the cemetery manager,
but are required to be civil and courteous to everyone entering the
cemetery.

All fees or charges for service are payable to the City Clerk.
Patrons of the cemetery are requested not to pay any fee or gratuity
to any employee of the cemetery.

Persons within the cemetery shall use only the avenues, roads,
walks and alleys. No one is permitted to walk upon or across lots
or lawns unless it be necessary to do so to gain access to one's
own lot. The cemetery expressly disclaims liability for any injuries
sustained by anyone violating this rule.

All persons except families and relatives are strictly prohibited
from removing flowers, memorials, wreaths or mementos from any plot.
All persons other than relatives removing any items from plots will
be subject to prosecution unless friends have been asked to do so
by the family of the deceased.

All persons are strictly prohibited from picking flowers (wild
or cultivated), breaking or injuring any tree, shrub, or plant, or
writing upon, defacing, or injuring any memorial, fence, or other
structure within the cemetery grounds.

Motor cars and vehicles must be kept under complete control
at all times. When meeting a funeral procession, cars must be stopped
until the procession passes. Cars must not pass a funeral procession
traveling in the some direction. Vehicles must not be left with the
engine running and the emergency brakes must be set when the driver
is not in his seat. Mufflers must not be opened nor the horn sounded
within the cemetery.

The maximum speed limit on any road or street in the cemetery
is 15 miles per hour.

A.
The following are prohibited:
1.
Driving any motor car, vehicle, or animal across or upon any grave,
lot, lawn or parking or leaving same thereon; or
2.
Parking of leaving any motor car or vehicle on any road or street
within the cemetery at such location or in such position as to prevent
any other car or vehicle from passing the same, and if so parked or
left, the management reserves the right to remove same.

No bicycles or motorcycles will be admitted to the cemetery
except such as may be in attendance at funerals or on business.

Children under 14 years of age are not permitted within the
cemetery or its buildings, unless accompanied by a responsible adult.

Receptacles for waste materials are located at convenient places.
Throwing of rubbish on the drives and paths or any part of the cemetery
is prohibited.

The placing of boxes, shells, toys, metal designs, ornaments,
chairs, settees, and similar articles upon plots will not be permitted
and if so placed, the management reserves the right to remove them.

A.
It is of the utmost importance that there should be strict observance
of the proprieties in the cemetery. All persons within the cemetery
should avoid conduct unbecoming a sacred place. The following acts
are prohibited:
1.
Loud and boisterous talking;
2.
Idling or loafing on the grounds;
3.
Bringing lunches or refreshments into the cemetery or consuming them
on the grounds;
4.
Peddling or soliciting of any commodity within the cemetery;
5.
Placing signs, notices or advertisements of any kind within the cemetery;
6.
Bringing animals into the cemetery except guide dogs; or
7.
Bringing firearms into the cemetery, except by military escort accompanying
a veteran's funeral, or attending memorial services.

It is the duty of the cemetery management to see that the rules
and regulations are complied with and it is its duty to see that order
is maintained and to protect and promote the best interest of the
cemetery. To that end, the cemetery management is authorized to make
temporary rules which may be needed from time to time to meet emergencies
which are not covered by other rules and regulations.

Special cases may arise in which the literal enforcement of
a rule may impose unnecessary hardship. The cemetery management, therefore,
reserves the right to make exceptions, suspensions, or modifications
to any of these rules and regulations, without notice when in the
judgment of management, such actions appear necessary. Such temporary
exception, suspension, or modification shall in no way be construed
as affecting the general application of such rules and regulations.

Fees which are established applicable to services rendered at
the City cemetery shall be reviewed annually by the City Council and
amended from time to time by motion or resolution.
A copy of the current fee schedule shall be kept in the City
Clerk's office.

The cemetery management is not responsible for theft of anything
placed on graves.

Any person found on the cemetery grounds after dark will be
considered a trespasser and be subject to arrest and prosecution.

A.
No wooden or cast-iron bench, or wooden or wire trellis shall be
permitted to be brought upon the grounds.
B.
No enclosure of any kind, fence, coping, hedge, or ditch shall be
permitted around grave or lot.
C.
No grave mounds will be allowed and no lot shall be raised above
the established grade.
