It is the duty of the City Clerk to attend all meetings of the City Council, and to make and keep a complete and accurate record of its proceedings, to keep a full, true and complete record of all transactions and accounts made by or within this City, and to record all ordinances of the Council in a book to be provided for that purpose. He shall keep and preserve in his office the Corporate Seal of this City, together with all records, public papers and documents of this City, not required to be kept elsewhere, and do and perform any and all other duties and acts as may be required of him by the Mayor and Council.

The City Clerk shall not permit any record, paper or document belonging to this City to be removed from his office, except by some officer of the City entitled to the use thereof, and shall then take a receipt therefor.

The City Clerk shall sign all warrants drawn upon the Treasurer of this City, and all orders and notices made or issued by or on behalf of this City.

It is the duty of the City Clerk to issue all licenses provided for by the ordinances of this City, and to collect for same when issued, and to keep a true and complete record of all licenses so issued, including date and to whom issued, in a book to be provided for that purpose.

On the first regular meeting of the City Council in each month, the Clerk shall make and present to the Council, in writing, a detailed statement of all monies received by him as Clerk. He shall attach thereto and make a part thereof the receipts taken by him for monies turned into the City Treasury and shall make a detailed statement of all receipts and expenditures of monies and funds belonging to this City, and of all debts and obligations to or from this City.
