The office of City Administrator is hereby created. The City Administrator shall be appointed by majority vote of the Council for on indefinite term. He shall be chosen by the Council solely on the basis of his executive and administrative qualifications with special reference to his actual experience in or his knowledge of accepted practice in respect to the duties of his office. At the time of his appointment he need not be a resident of the City or the State.

The City Administrator shall receive such compensation as the board shall fix from time to time by ordinance or resolution.

It is the duty of the City Attorney to advise the Mayor and City Council upon all legal questions relating to the duties of their offices and to the interests of this City, as may from time to time be referred to him. He shall prepare all papers for or on behalf of the City and appear and prosecute all persons charged with violation of any ordinance of this City, and appear and represent this City before any and all courts, commissions or tribunals in any cause in which this City may be a party to or interested in said cause, and perform such other services as may be required of him by the Mayor and Council.

The duties of the City Attorney shall include the giving of advice to all City departments and department heads, and to conduct periodically a school of instruction for the Police Department. These duties ore in addition to the duties already described by the ordinances of this City.

The Cooperative Health Department of the County and its director shall have powers of a City Health Department and City Health Officer respectively for the City. References to Health Department and Health Officer or Director of the Health Department in this Code and in other ordinances of the City mean the Cooperative Health Department and its director unless the context clearly indicates another meaning.
