All advisory boards now existing under the ordinances and City
charter, shall consist of five members, each possessing the same qualifications
as members of the City council and who shall be appointed by the Mayor
with confirmation by the City council. Board members shall serve without
pay on the various advisory boards and shall advise with and make
their recommendations concerning the operation and maintenance of
the various departments.

At least one member of each advisory board shall be selected
from each of the four wards of the City with one member thereof to
be selected from the City at large, regardless of the ward in which
he or she resides.

Any member of any advisory board may be removed from office
without cause upon majority vote of the City council. Any member of
any such advisory board who, without good cause, shall be absent from
three consecutive regular meetings of such board shall be automatically
removed from office without further procedure.

The members of an advisory board shall be appointed and hold
office for a term of five years, provided that the members of each
of the boards as constituted on the effective date hereof shall continue
at such office for that period of time for their prior appointment,
not to exceed five years, and until their successors have been appointed
and qualified. The new members of said boards to be appointed to the
five member boards shall have their terms of office set by the Mayor
and the City council for any periods of time not to exceed five years,
to be fixed in such manner that the new appointees shall not each
serve for a period of five years, but be staggered in such a manner
that not more than one member completes service in any year.

Vacancy in the members of a board by reason of death, resignation,
removal or other cause, shall be filled by the Mayor with confirmation
by the City council. The person so appointed shall serve during the
unexpired term of the person being replaced. An advisory board shall
adopt such rules and regulations as it may deem proper for the conduct
of business.
