The standards of the National Fire Protection Association for
the design, installation and construction of containers and pertinent
equipment for the storage and handling of liquefied petroleum gases
as promulgated in their Pamphlet Number 58, the latest edition, shall
hereafter be the standards of the City and are adopted and incorporated
herein by reference.

The office of Inspector is hereby created. The Inspector shall
be appointed by the Mayor and the appointment shall be subject to
the confirmation of the Council. All conditions of servitude, term
of office and fees to be received by the Inspector shall be fixed
by the Council, from time to time, as it shall determine to be proper
and necessary.

All vendors and installers of equipment for the handling, use
and storage of liquefied petroleum gas and all vendors of liquefied
petroleum gas shall obtain from the City Clerk an annual license before
engaging in any business or work covered by this chapter. The City
Clerk shall issue the license upon the payment of $10 and the furnishing
of satisfactory proof that the applicant has posted a satisfactory
bond with the State Corporation Commission, as required by State law.
The applicant shall maintain the bond in full force during the life
of the license and in the event the applicant fails to do so the license
shall terminate.

It is unlawful for any person, firm, or corporation to manufacture,
fabricate, assemble, install, or repair any system, container, apparatus,
or appliance to be used for the transportation, storage, dispensing,
or utilization of liquefied petroleum gas, or to transport, handle,
or store such gas, unless such person has complied with and complies
with all provisions of the law and ordinances relating thereto, and
has any license or permit which may be required by State law. Any
violation of rules and regulations adopted by the State shall be deemed
a violation of the ordinances of the City and shall be punished accordingly.

Areas occupied by bulk storage containers of liquefied petroleum
gases shall be enclosed by a substantial woven wire fence of not less
than No. 12 American Gauge wire of at least five feet in height, topped
by three strands of barbed wire spaced four inches apart, or a chainlink
fence of at least six feet in height with the rough edge up. This
enclosure shall be provided with a locked entrance to prevent tamperings
by unauthorized persons.

Areas occupied by bulk storage containers of liquefied petroleum
gases shall be provided with at least one fire extinguisher of a dry
chemical type. The extinguisher shall have a net content of not less
than 15 pounds and shall be inspected at least once each year by an
authorized member of the Fire Department of the City.

Areas occupied by bulk storage containers of liquefied petroleum
gases shall be kept cleared of combustible materials, such as weeds
and trash, within the radius of 25 feet around the container.

All bulk storage installations of liquefied petroleum gases
shall be lettered with the name of the contents and a "No Smoking"
sign in letters not less than eight inches high, with the name of
the person, firm or corporation operating the bulk storage in letters
not less than two inches high, readily visible to the public.

All bulk storage containers of liquefied petroleum gases shall
be grounded by a separate and adequate ground which shall consist
of either a ground rod or a metal grid buried to a sufficient depth
to ensure grounding of any static charge and connected to the tank
by means of a copper wire or wires equivalent in area to a No. 10
AWG wire, such ground wire to be attached to the storage container
in such manner as to ensure a good electrical bond.

Areas occupied by bulk storage containers of liquefied petroleum
gases, as herein set out, shall be adequately lighted to illuminate
storage containers, control valves and other equipment.

Tank trucks or tank trailers used for the purpose of gasoline,
liquefied petroleum gases and products, within the City limits of
the City shall not stop nor shall the owners or drivers thereof permit
such tank trucks or trailers to park upon any street or alley within
the City limits of the City or upon any vacant lot or in any building
in the City limits except in the observance of stop signs. Tank trucks
and tank trailers may make deliveries within the City limits of the
City and when such delivery or deliveries have been completed, such
tank trucks or tank trailers shall immediately thereafter be removed
from the City limits. All liquefied petroleum and gasoline trucks
are not to be parked within any residence or business section of the
City overnight but are to be stored in a specified enclosure provided
for by the owners and operators. Tank trucks or tank trailers shall
at all times observe a special speed limit of 15 miles per hour in
the City limits. No tank truck or tank trailer shall at any time be
parked upon any highway within the City limits. In the event of any
breakdown or other mechanical difficulty, by reason of which such
tank truck or tank trailer is unable to proceed, it shall be the duty
of the operator thereof to report immediately such fact to the Fire
Department. Tank trucks or tank trailers may be washed, greased and
have the oil changed at any filling station in the City when such
service does not take over 24 hours and the tank trucks or tank trailers
are not placed in any enclosure or any garage in the City where an
open fire exists.

Filling bottles with liquefied petroleum gas is prohibited within
the City limits of the City except at approved central bottle filling
plants.

In the event it becomes necessary to make any mechanical repairs to any tank truck or tank trailer, as described in Section
5-511 of this chapter, before such mechanical repairs may be made in any garage, machine shop or workshop in the City, it shall be necessary to obtain a permit from the City Fire Chief for the making of such repairs. Application for such permit shall be made to the Fire Chief and if upon making such application the Fire Chief finds that the tank truck or the tank trailer to be repaired is in safe condition, he shall issue such permit which will be good for a period of five days. A fee of $1 for such permit shall be paid to the City Treasurer. It shall be unlawful and an offense for any person to make any repairs upon any truck, tank truck or tank trailer used for the purpose of transporting liquefied petroleum gas or gasoline unless such permit has been issued and it is unlawful and an offense for the operator of such tank truck or trailer to cause repairs to be made without such permit.
