Words and phrases as used in this article shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania.[1]

To better control, regulate and manage vehicular traffic in the interest of avoiding congestion and in the preservation of life, limb and property, authority is hereby granted to the Mayor and proper City authorities to install, maintain, operate and remove or reinstall mechanical devices for the control of vehicular traffic, either by light, signal or otherwise, and to supplement or modify such control by the personal direction of an officer or officers at such points and intersections in the City as the same are needed and to make and promulgate such rules and regulations for the operation of such signals as may be required. Whenever, in the case of an emergency, as on the occasion of a funeral, a public occasion, traffic congestion or any unusual situation, the Mayor or proper City officials in charge of traffic at the point in question shall find it to be necessary for public safety, said officials may temporarily change or divert the flow of traffic in such manner as will best serve the situation; in so doing, he may change the use of one-way streets, close to traffic or to certain portions of traffic certain streets or parts thereof or change the manner of turning at certain points so as to improve conditions. Whenever this is done, notice shall either be posted or otherwise directly given to the operators of vehicles. All operators of vehicles shall obey and conform to such directions as shall be given, either by notice, by traffic signal or by an officer. The Mayor or other proper official is hereby authorized to place such signs or to give such other notice as may be necessary to call attention to the provisions of this section of this article. It shall be unlawful for any person to willfully move, destroy, deface, change the wording of or otherwise interfere with any sign or device so erected or established. No other traffic or parking sign except those established by the Mayor or proper authorities shall be placed on the City highways.
Where safety zones are designed in a visible manner, it shall be unlawful for any person to drive through or over the same.
All streetcars and vehicles of every description must stop before entering through streets wherever a through traffic stop is erected.
It shall be unlawful for any vehicle or streetcar to drive over an unprotected fire hose without the consent of the proper authorities of the Fire Department of the City.
There shall be established on Mount Carmel Street and Sunbury Street from the eastern boundary line of the City of Shamokin to Sunbury and Shamokin Streets in said City a no-passing zone, which shall be indicated by a double white line in the center of Mount Carmel Street and Sunbury Street extending from the eastern boundary line of the City of Shamokin to Sunbury and Shamokin Streets. A like zone shall be established on Sunbury Street from Orange Street to York Street. It shall be unlawful to pass another vehicle in either direction within said no-passing zones.

C. 
Notwithstanding the prohibition of truck traffic on any City street or portion thereof as set forth in any subsection of § 490-30A, the City Council of the City of Shamokin may grant permission by the issuance of a permit to allow such traffic under the terms and conditions as the City Council deems advisable, with due consideration being given to the promotion of commerce and the protection of the health and safety of the neighborhoods affected by the issuance of such permits. Any fees received from the issuance of such permits shall be placed in the Liquid Fuels Fund.

The owner of any building adjacent to a highway who desires a no-parking space immediately in front of the entrances of said building shall make application to the Mayor, setting forth the reasons and the number of feet desired for such purposes. The Mayor shall have the authority to grant or refuse such application or to grant the same with such restrictions or limitations as he may fix, with the approval of the City Council.[1] Upon the request being granted, the Mayor shall issue to the applicant a permit or certificate setting forth the location of such no-parking space, the number of feet of frontage fixed and such other limitations as may be authorized. Such permit may be withdrawn or further limited by the Mayor. When such permit is granted, the holder may place no-parking signs on the sidewalks, marking the limits of such no-parking space, which signs shall be of the size and design required by the Mayor at the expense of the holder of the permit. No vehicle shall be allowed to stop or remain standing at such no-parking space except for the purpose of loading or unloading passengers or merchandise.

(A) An annual permit fee in the amount of $75 shall be payable to the City for each such permit.
(B) The holder of the permit or his business patrons shall be permitted to park in such space for a period of time not to exceed 30 minutes.

No parking will be allowed in a space set aside and marked in front of any medical doctor's, chiropractor's, dentist's, clergyman's or funeral director's office on any street in the City, provided that an annual fee of $75 is paid to the City. The vehicles of medical doctors, when properly marked with an insignia, while engaged in the practice of their profession, shall be exempt from the provisions of this section concerning parking.

Any person violating § 490-32 shall, upon conviction thereof, pay a penalty not exceeding $10, plus costs.

Time limits for parking herein made shall not apply to physicians or surgeons while in the pursuit of their calling or to any vehicle owned by a business firm, including tradesman, such as an electrician, plumber, carpenter, roofer, etc., that bears the firm name, either by lettering on said vehicle or a sign bearing the firm or business name that will indicate ownership or identity of such vehicle, while performing normal duties of loading or unloading as well as working in the time-limit zone to park. The duties of loading and unloading are to be performed as quickly as possible. The term "working in the restricted time area" is applicable to any business firm which finds it necessary to use tools and equipment directly from said vehicle in the performance of its work. Such business firm or tradesman will be allowed to park said vehicle in the restricted time-limit zone for such a period of time as it is found necessary to perform such job. However, it must be evident that the work being done requires that such vehicle remain in the restricted-time-area zone and is necessary in the performance of said work.

It is also provided that business firms that have no means of loading or unloading from the rear of such business house or business places that have loading or unloading zones that open onto restricted-time-area zones shall apply to the Council for a permit to be granted to aid business firms during business hours in order to reserve a space where such loading or unloading can be accomplished, provided that the permit not apply to Independence Street and that the business pay to the City an annual fee of $150 for this privilege. Such permit, if issued, will be lettered RESERVED UNLOADING ZONE and shall be removed after store hours or holding periods or such other times as said permit may not be found necessary.
A. 
No motor vehicle shall be parked after 10:00 p.m., with or without a light, on any highway of the City of Shamokin for a period longer than five hours, except in an emergency. Any motor vehicle found on any highway in violation of this provision shall be removed by a police officer to a garage or vehicle impound, and such vehicle shall not be discharged therefrom except upon the payment by the owner or his duly authorized representative of an impounding fee of $2 for the first violation thereof, $3 for the second violation, $4 for the third violation and $5 for each subsequent violation, in addition to the penalty provided in this chapter.
B. 
Any owner may protest against such impounding fee and, when supported under oath, shall receive a receipt for said impounding fee from the officer in charge, marked "paid under protest." In such case, it shall be the duty of the officer having knowledge of the facts to make complaint before the Mayor or Alderman of the City, setting forth said violation on account of which the vehicle was impounded and if, upon trial, such person shall be acquitted of the offense, the impounding fee shall be repaid to the person accused.
It shall be unlawful for any person, firm or corporation to make repairs to any vehicle on any highway within the City limits, except in emergency. No motor vehicles shall be stored on any highway in the City.

A. 
It shall be unlawful to stop or park any attended or unattended vehicle:
(1) 
In front of the entrance to any church, school, hotel, theater or public building.
(2) 
Within 15 feet of any fire hydrant.
(3) 
Within 25 feet of intersecting curblines and, where there are no curblines, within 15 feet of intersecting property lines, at all street intersections.
(4) 
On any bridge or approach thereto.
(5) 
Within an intersection.
(6) 
On a crosswalk or sidewalk.
(7) 
In front of any private driveway or garage.
(8) 
On the roadway side of any vehicle legally parked at the curb.
(9) 
Within any bus stop or taxi stand.
(10) 
Alongside any street obstruction or opposite the same, unless 25 feet of street shall be free for passage of other vehicles.
(11) 
On private property, except upon permission of the property owner.
(12) 
Where signs prohibit parking.
(13) 
In a space or area designated as reserved parking for the use of a special needs person pursuant to § 103-82 hereof, except for the vehicle designated on the reserved parking sign.
(14) 
In a space or area business or organization pursuant to § 490-79 hereof, except upon permission of the said business or organization.
(15) 
In a handicapped parking zone.
B. 
Violations and penalties.
(1) 
Whoever violates sections 490-38A(1), 490-38A(3), 490-38A(4), 490-38A(6), 490-38A(7), 490-38A(8), 490-38A(9), 490-38A(10), 490-38A(11), 490-38A(12), 490-38A(13) and 490-38A(14) as set forth in this article shall be fined $15. If said fine is not paid within 10 days after the date of violation, the fine upon conviction will be a minimum of $25 plus the costs of prosecution for each offense and, in default of the payment of said fine and costs of prosecution, imprisonment in the county jail for a period of not more than five days.
(2) 
Whoever violates section 490-38A(2) as set forth in this article shall be fined $25. If said fine is not paid within 10 days after the date of violation, the fine upon conviction will be a minimum of $50 plus the costs of prosecution for each offense and, in default of the payment of said fine and costs of prosecution, imprisonment in the county jail for a period of not more than five days.
(3) 
Whoever violates section 490-38A(15) as set forth in this article shall be fined $50. If said fine is not paid within 10 days after the date of violation, the fine, upon conviction before the Magisterial District Judge, will be a minimum of $50 and a maximum of $300 plus the costs of prosecution for each offense and/or imprisonment in the county jail for a period not exceeding 90 days.
(4) 
Each and every day upon which any person violates or continues to violate the provisions of this chapter shall constitute a separate offense.
Angle parking is the leaving of a vehicle in such a position that its axles form an angle of substantially 45° with the center line of the street.
Parallel parking is the leaving of a vehicle on the right hand of a street with its right wheels as near as practicable to, and not more than nine inches from, the curb, except that on streets in which traffic is permitted to move in one direction only, it shall mean the leaving of a vehicle with the wheels on the side indicated as near as practicable to, and not more than nine inches from, the curb designated.

All towing charges incurred by reason of towing any vehicle for violation of any of the traffic ordinances of this City shall be paid for by the owner or operator of said vehicle, along with any fine and costs imposed by any traffic ordinance.
A. 
The City Traffic Director is hereby authorized to determine those intersections at which drivers of vehicles shall not make a right, left, or U-turn and shall place proper signs at such intersections. The making of such turns may be prohibited between certain hours of any day and permitted at other hours, in which event the same shall be plainly indicated on the signs, or they may be removed when such turns are permitted.
B. 
The driver of any vehicle shall not turn such vehicle so as to proceed in the opposite direction upon any street in a business district and shall not, upon any other street, so turn a vehicle unless such movement can be made in safety and without interfering with other traffic.
A. 
No driver of a vehicle shall drive between the vehicles comprising a funeral or other authorized procession while they are in motion and when such vehicles are conspicuously designated as required in this article.
B. 
This provision shall not apply at intersections where traffic is controlled by traffic control signals or police officers.
No pedestrian shall cross a roadway other than in a crosswalk in the Central Traffic District or in any business district.

A. 
Any person, firm or corporation who or which shall violate or fail to comply with any of the provisions of this ordinance, except as specifically set out in § 490-47B below, shall, upon conviction thereof before any Magisterial District Judge, be sentenced to pay a fine of not less than $100 and not more than $300 and costs of prosecution and/or suffer imprisonment for up to 90 days, or both. The continuation of such violation for each successive day shall constitute a new and separate offense, and the person or persons allowing the continuation of the violation may be punished as provided above for each separate offense.
B. 
Specific penalties.
(1) 
Any person, firm or corporation who or which shall violate or fail to comply with any of the provisions of §§ 490-29 and 490-30A(38)(b)[1] and (40)(c) shall, upon conviction thereof before any Magisterial District Judge for a first violation, be sentenced to pay a fine of not less than $100 and not more than $300 and costs of prosecution and/or suffer imprisonment for up to 90 days, or both.
(2) 
Upon conviction before any Magisterial District Judge for a second or subsequent violation of the Code sections set out in § 490-47B(1), the fine will be not less than $200 and not more than $500 and costs of prosecution and/or imprisonment for up to 90 days, or both.
(3) 
Any person, firm or corporation who or which permits the above violation to occur will also be subject to the same penalties, as set out above.

Should any portion whatsoever of this article be held invalid or unenforceable for any reason by any court of competent jurisdiction, such portion shall be deemed severable, but only to the extent of such holding, and such holding shall not affect the remaining portions hereof.
This article shall take effect immediately upon its adoption, and all ordinances or parts of ordinances inconsistent herewith be and the same are hereby repealed.
The following ordinances and all amendments thereto are hereby repealed:

An ordinance concerning traffic and parking adopted 5-13-1930.
B. 
An ordinance concerning one-way streets and limited parking adopted 3-5-1940.
C. 
An ordinance concerning parking adopted 1-4-1935.
D. 
An ordinance concerning parking adopted 8-4-1936.
