It is unlawful for any person to obstruct a street or sidewalk
of the City by intentionally or in a criminally negligent manner placing
anything, or performing any act, on any sidewalk, road, street, or
public way which will render movement thereon more difficult or which
will interfere with the free and uninterrupted use of the street or
sidewalk.

It is unlawful for any person to utter, publish, distribute
or circulate any literature or language within the corporate limits
of the City that casts profane ridicule on any deity, or any religion,
which in its common acceptance is calculated or where the natural
consequence is to cause a breach of the peace or an assault.

A. It is hereby declared legal for any person, firm or corporation to
sell merchandise, commonly known as fireworks, and any kind thereof
within the City limits for a period of time commencing June 15 before
the Fourth of July of each year hereafter, and ending July 6 in each
year and commencing December 15 of each year hereafter and ending
January 2 in each year.
B. It is unlawful for any person, firm, or corporation to set off or
detonate any fireworks of an explosive nature or noise emitting type,
nature or description within the corporate limits of this City, except
on the Fourth of July and New Year's Day.
C. The provisions of this section shall not be construed to prohibit
the presentation of public displays of fireworks by responsible persons
or organizations who have first obtained permission of the City council
for the presentation of such displays.
D. It is unlawful for any person, firm or corporation to sell merchandise
commonly known as fireworks, and any kind thereof within the City
limits, except as authorized in this section and it is unlawful for
any person, firm or corporation to install, maintain and not remove
from their premises any fireworks stand designed for the sale of fireworks
at any time, except 10 days before and 10 days after the period of
time the sale of fireworks is permitted within the City under this
section.
E. It is unlawful for any person, firm, or corporation to use tents
or canopies to sell merchandise commonly known as fireworks, and any
kind thereof within the City limits.

It is unlawful for any person to store or keep within the City
any nitroglycerin, dynamite, gunpowder, or any other highly explosive
material or substance, except that gunpowder may be kept in quantities
of not to exceed five pounds where the same is securely kept.

It is unlawful for any person to carry upon or about his person,
or in his portfolio or purse, any pistol, revolver, dagger, bowie
knife, dirk knife, switchblade knife, spring type knife, sword cane
knife with a blade which opens automatically by hand pressure applied
to a button, spring, or other device in the handle of the knife, blackjack,
loaded cane, billy, hand chain, metal knuckles, or any other offensive
weapon, except as otherwise provided in this section. This section
shall not prohibit the proper use of guns and knives for hunting,
fishing or recreational purposes, nor shall this section be construed
to prohibit any use of weapons in a manner otherwise permitted.

It is unlawful for any person within this City to sell or give to any minor any of the arms or weapons designated in Section
10-307 of this chapter.

It is unlawful for any persons except a peace officer, to carry into any church or religious assembly, any schoolroom or other place where persons are assembled for public worship, for amusement, or for educational or scientific purposes, or into any circus, show or public exhibition of any kind, or into any ballroom, or to any social party or social gathering, or to any election or to any political convention, or to any other public assembly, any of the weapons designated in Section
10-307 of this chapter.

It is unlawful for any person in this City to carry or wear
any deadly weapons or dangerous instruments whatsoever, openly or
secretly, with the intent or for the avowed purpose of injuring another
person.

It is unlawful for any person to point any pistol or any other
deadly weapon, whether loaded or not, at any other person or persons
either in anger or otherwise.

It is unlawful for any person, except a law enforcement officer,
a registered security officer or a person employed by an armored car
firm licensed by the state corporation commission, to carry a concealed
weapon other than permitted by this chapter.

It is unlawful for any person to engage in reckless conduct
while having in his possession any shotgun, rifle or pistol, such
actions consisting of creating a situation of unreasonable risk and
probability of death or great bodily harm to another, and demonstrating
a conscious disregard for the safety of another person.

A. It is unlawful for any person to disturb the peace and quietude of
any part of the City by operating, having operated, or permitting
to be operated, any contrivance, whether electric or not, with or
without a loudspeaker, in such a manner as to emit loud music, noise
or words. However, this shall not prohibit religious bodies from playing
chimes, bells, carillons or other religious music.
B. Amplification devices, commonly known as loudspeakers, on or adjacent
to the streets of the City in such fashion as to cast amplified sound
upon the streets of the City and on the grounds of Capitol Square,
shall be prohibited except as follows:
1. Political speaking from the bandstand;
2. Educational program given from Capitol Square;
3. All religious groups holding services on Capitol Square; and
4. Any other group not named above if they first secure permission of
the Mayor to make appearance on Capitol Square.

A. A "political advertising sign" is defined as any sign, poster or
placard printed, painted, made, or designed for the purpose of furthering
or advertising the candidacy of any person who is or intends to become
or may be a candidate for the election to any public office, whether
such public office be in the local, state or federal government, or
any subdivision thereof.
B. It is unlawful for any person, firm or corporation to erect or display
any advertising sign or advertising of any other character upon any
public utility easement within the City.
C. No person, firm or corporation shall place, tack, nail, staple or
glue any advertising sign on any telephone, telegraph, electric or
street lighting pole within this City.
D. Any advertising sign erected, placed or displayed in violation of
the provisions hereof shall be a public nuisance. No property right
shall exist in such sign erected, placed or displayed in violation
of the provisions hereof, and such sign may be removed and destroyed
by any person.
