A.
In undeveloped or partially developed subdivisions platted prior
to September 5, 2000, for which public streets have not been constructed,
the City, upon request by property owner(s) and approval by the City
council, may construct such public streets or any portion thereof
within such undeveloped or partially developed subdivisions where
such construction is deemed by the City to be feasible. The City may
utilize City personnel or a private contractor to construct such streets
and is authorized to collect such fees as are necessary for reimbursement
of construction costs as set out hereunder.
