To regulate the outdoor display of merchandise for retail, business and industrial establishments; and to protect to the maximum extent practicable, the rural character and aesthetic qualities of the Town of Northborough, the property values of the community and the safety of the citizens.
A. 
In all residential zoning districts, the outdoor display of goods for retail, business and industrial purposed is prohibited.
B. 
Business and Industrial Zoning Districts.
(1) 
All outdoor sales display areas must be screened from any abutting residential use or residential district by a wall, fence, or densely planted trees, or shrubs three feet or more in height or be equivalently obscured by natural vegetation. Appropriate sight distances shall be maintained for pedestrian and vehicular safety.
(2) 
The total outdoor area utilized for the display of merchandise shall not exceed 10% of the indoor square footage or display area.
(3) 
The outdoor display of goods shall be limited to the hours of operation of the business.
This section shall be enforced by the Inspector of Buildings.
Any person, firm, association or corporation found in violation of this Chapter shall be punished by a fine not to exceed $300 for each offense. Each day of violation shall constitute a separate offense.
This section shall not apply to or prohibit the outdoor display, for sale or storage of the following:
A. 
Agricultural products, whether growing or severed, including but not limited to vegetables, fruits, flowers, shrubbery, mulch, compost or soil treatment products.
B. 
Masonry products or supplies, lumber products or supplies, or construction materials and products including but not limited to fencings supplies, sheds, pottery or planters.
C. 
Automotive supplies or vehicles under repair or for sale.
D. 
Any items or products within a residential district, to the extent that such display and sale is consistent with ordinary accessory purposes and subject to the restrictions set forth in Section 7-12-030 of the Zoning Bylaws.
E. 
Uses otherwise exempted by virtue of General Laws, Chapter 40A Section 3 or allowed by the Northborough Zoning Bylaw.
