All products, whether fresh, cured, frozen, or otherwise prepared,
even though previously inspected and passed, shall be reinspected
by inspectors as often as may be necessary in order to ascertain whether
they are sound, healthful, wholesome and fit for human or animal food
at the time they leave establishments.

When a "retained" or "condemned" tag is placed on any item in
an establishment no person except an inspector may remove it.

Any inspector may condemn any product found in or outside an
establishment when such product is unsound, unhealthful, unwholesome,
or in any way unfit for food, even though such product may bear an
inspection legend.

No product shall be brought into an establishment unless it
has been previously inspected and passed by an approved inspection
service.

No returned product shall re-enter an establishment until it
is reinspected by a Department of Health and Community Wellness Inspector.
