In the case of the sale of City-owned property, the successful
bidder prior to the closing of title shall not assign his/her bid
or any right, title or interest in the property on which the bid was
made, without the prior approval of the Municipal Council unless expressly
authorized in the resolution of the Council setting forth the conditions
governing bids, and then only to the extent so permitted.
