As used in this chapter:
TERRORISTIC ACTS
Shall mean illegal acts directed at other persons or their
property with the intent or effect of instilling fear into the minds
of those persons victimized or with the intent of restricting or restraining
those victimized persons from doing certain things which they are
entitled to do. This term may include any number of acts including
assault, arson, homicide, kidnapping, threatening personal or property
damage, trespassing, or other acts with the above-defined intent such
as use of symbols, objects, burning crosses, or throwing carcasses
of animals onto the property of another which exposes others to threats
of violence or hatred.

It does hereby prohibit the issuance of a permit to demonstrate,
assemble or rally in the City of Newark to any individual or groups
of individuals who engage in or advocate terroristic acts of threat
as defined pursuant to N.J.S.A. 2C:33-10, against another person or
against property with the intent:
a. To intimidate such person or persons from exercising any right protected
by the Constitution or Laws of the United States and the State of
New Jersey.
b. To terrorize another person or persons by reason of such other person's
race, color, religion, ancestry or national origin.

It is the intent of the Governing Body of the City of Newark
that this section be interpreted and construed liberally to accomplish
its purpose.
