Except as provided in Section l 0:4-2, the Tax Collector of
the City of Newark shall charge a fee of $5.00 dollars for the issuance
of duplicate bills.

The Tax Collector of the City of Newark shall make a $1.00 charge
for a duplicate tax bill issued to a property owner of premises consisting
of three or less dwelling units.
