This Title shall be known and cited as the "Newark Soil Erosion
and Sediment Control Regulations."

The purposes of this Title are to control soil erosion and sedimentation
and to prevent related environmental damage by requiring adequate
provisions for surface water retention and drainage and by requiring
protection for surface water retention and drainage and by requiring
protection of exposed soil surfaces in order to promote the safety,
public health, convenience and general welfare of the City.
