Council Rules are adopted by Resolution of the City Council.
[Ord. 6 S+FG, 6-20-2007 § 1]
The adoption by the Municipal Council of any ordinance, resolution,
motion, confirmation of appointment or any other official act of the
Municipal Council shall require five affirmative votes, unless a greater
number of votes shall be required by State law. An abstention shall
not be considered to be an affirmative vote.
