No vehicle utilized for carrying any solid waste shall, without necessity therefor, stand or remain, nor shall a needless number of such vehicles gather before or near any building, place of business or other premises where any person may be. No person using any such vehicle shall occupy any street for an unreasonable length of time in loading or unloading, or in passing along any street or through any inhabited place or ground. No such vehicle shall be in a needlessly filthy or in an offensive condition.

When not in use, all vehicles referred to in Section 15:3-1 of this Title, and all implements used in connection therewith, shall be stored and kept in some place where no needless offense shall be given to any of the inhabitants of the City.

All vehicles referred to in Section 15:3-1 of this Title, and receptacles thereon, in which solid wastes may be or be carried, shall be strong and tight. The sides shall be sufficiently high above the load or contents that no part of such contents or load shall fall, leak or spill therefrom. Each of such receptacles shall be adequately and tightly covered, as the orders or regulations of the Department of Health and Community Wellness or the Department of Public Works and State law may direct.
