No person, without the permission of the Director or his authorized representative, shall dump or deposit any earth, dirt, rock, rubbish or other article contrary to the provisions of this chapter upon any street or other public place in the City.

No person shall throw, cast or lay, or direct, suffer or permit any servant, agent or employee to throw, cast or lay, any ashes, offal, vegetables, garbage, dross, cinders, shells, straw, shavings, paper, dirt, filth, broken glassware, crockery, bottles or rubbish of any kind, whatsoever, in any street, either upon the roadway or sidewalk thereof unless the same is contained in receptacles, and deposited in the manner required by Chapter 3 of Title 15 of these Revised General Ordinances (Section 15:3-1 et seq.)

No person shall sweep any substance from a sidewalk or other place into any catchbasin or drain or any grating used for the purpose of ventilating the City railway or subway.
[R.O. 1966 § 22:20-4]
No person, being the owner, driver, manager, operator or conductor of any cart, wagon, truck or other vehicle, or of any receptacle, shall scatter, drop or spill, or permit to be scattered, dropped or spilled, any dirt, sand, gravel, clay, loam, stone or building rubbish, hay, straw, oats, sawdust, shavings or other light materials of any sort, or manufacturing, trade or household waste, refuse or rubbish of any sort, or ashes, manure, garbage or other organic refuse or other offensive matter therefrom or permit the same to be blown off therefrom by the wind, in or upon any street, sidewalk or public place.

No person shall throw, cast or distribute, or cause to be thrown, cast or distributed, any handbill, circular, card or other advertising matter whatsoever, in or upon any street or public place, or in a front yard or in any vehicle or in the vestibule or hall of any building or in any place from which such matter will be blown by the wind onto a street or public place.

No person shall cast, throw or deposit on any sidewalk, street or public place in the City, any fruit or vegetable or other substance or any part or portion thereof which is liable to cause or does cause anyone passing along the sidewalk or street or other public place to slip or fall.

Every person distributing or offering for sale in any street or public place any food, fruit, vegetable, soft drink, water ice, ice cream, candy or other confection in individual wrappers or container for immediate consumption shall provide in a nearby conspicuous place a receptacle for all used containers and other waste materials.

Any person violating any of the provisions of this chapter shall, upon conviction thereof, be punished as provided in Section 1:1-9 of these Revised General Ordinances.
