No person shall cause or make any excavation or embankment,
or lay, or remove, or alter any pavement or sidewalk or crosswalk
within three feet of any monument officially designated as such on
the maps on file in the department charged with the custody thereof
without first notifying and receiving permission from the Director
or his authorized representative and thereafter performing such work
as provided for by the regulations of the Director.

No person, other than the Director, shall raise, lower, alter,
remove, cover or break up any monument officially designated as such
on the maps on file in the department charged with the custody thereof.

The Director shall place, replace and maintain such monuments
as in his judgment are necessary for properly designating and marking
lines of streets or other public places in the City, and shall record
and note the location of all such monuments on the maps filed in the
department charged with the custody thereof.
