No person shall keep or harbor any dog in the City except in compliance with the requirements of this chapter.
[R.O. 1966 § 6:1-20]
No person shall keep or harbor any dog without first obtaining a license therefor, to be issued by the official designated to license dogs upon application of the owner and payment of the prescribed fee.

Any person who shall own, keep or harbor a dog of licensing age shall in the month of January of each year, and annually thereafter, apply for and procure from the official designated to license dogs a license and official metal registration tag for each such dog so owned, kept or harbored, and shall place upon each such dog a collar or harness with the registration tag securely fastened thereto.

The owner of any newly acquired dog of licensing age shall make application for license and registration tag for such dog within 10 days after such acquisition.

The owner of any dog which attains licensing age shall make application for license and registration tag within 10 days after such dog attains such age.

a. 
Any person who shall bring or cause to be brought into the City any dog licensed in another State for the current year, and bearing a registration tag, and shall keep or permit such dog to be kept within the City for a period of more than 90 days, shall immediately apply for a license and registration tag for each such dog, unless a license for such dog is not required as provided in Section 6:1-46.
b. 
Any person who shall bring or cause to be brought into the City any unlicensed dog and shall keep or permit such dog to be kept within the City for a period of more than 10 days, shall immediately apply for a license and registration tag for each such dog, unless a license for such dog is not required as provided in Section 6:1-46.

[R.O. 1966 § 6:1-25]
The application for license and registration shall state:
a. 
The breed, sex, age, color and markings of the dog for which license and registration are sought and whether it is of a long or short haired variety; and
b. 
The name, street and post office address of the owner and of the person who shall keep or harbor such dog.

All licenses issued, and renewals thereof, under this chapter shall expire biennially on December 30th after its date of issuance. If any applicant obtains an initial license pursuant to this section after the renewal date or in between a biennial cycle, the applicant will pay a pro-rated application fee. The applicant's license will thereafter expire on December 30th in accordance with the biennial licensing cycle. The Division of Tax Abatements/Special Taxes shall establish administrative rules and/or regulations pertaining to scheduling for the issuance of a dog license and registration tags.

a. 
The person applying for the license and registration tag shall pay a fee of $7.50 for each dog, male or female, and also the sum of $0.50 additional for the registration tag for each dog.
b. 
For each annual renewal the fee for the license and for the registration tag shall be the same as for the original license tag.
c. 
There shall be a fee of $19 for the license and registration tag for a three-year period.
d. 
Dogs used as guides for blind persons and commonly known as "seeing eye" dogs, shall be licensed and registered as other dogs hereinbefore provided for, except that the owner or keeper of such dog shall not be required to pay any fee therefor.

Upon the filing of the application and payment of the fee required by this Article, the official designated to license dogs shall issue to the applicant a license and official metal registration tag.

Registration tag numbers shall be issued in the order of the application therefor.

No person shall attach a registration tag to a dog for which it was not issued.
[R.O. 1966 § 6:1-31]
No person except an officer in the performance of his duties shall remove a registration tag from the collar of any dog without the consent of the owner.

a. 
The information on the application for license and registration, and the registration number issued for each dog, shall be preserved for a period in accordance with retention schedules established under State law by the official designated to license dogs.
b. 
The Animal Control Officer shall forward to the State Department of Health each month, on forms furnished by such Department, an accurate account of registration numbers issued or otherwise disposed of.
