As used in this Article:
FOWL
Shall mean pigeons, chickens, ducks, geese or other fowl.

No rabbits or fowl shall be kept within the City except in accordance
with the requirements of this Article.

A permit shall be required for the keeping of rabbits or fowl
in the City. The permit shall be obtained from the Director of the
Department of Health and Community Wellness, and shall expire annually
on December 31.

The fee for a permit under this Article shall be $10.

Permits under this Article shall be subject to revocation, after
notice and hearing by the Director of the Department of Health and
Community Wellness for cause.

Under no conditions shall any rabbits or fowl be kept or maintained
in multi-family houses or multi-family house yards, or in any dwelling
house, or in any part thereof.

No fowl or rabbits shall be allowed, under any circumstances,
to run at large. They shall be kept confined in a suitable house or
coop with an enclosed runway.

It shall be unlawful for any person to keep or maintain roosters
within the City.

Anyone found in violation of this chapter shall, upon conviction
of violating this chapter, be fined in an amount of at least $100,
but not to exceed $1,000 and/or may be required by the Court to perform
up to 90 days of Community Service and/or may be required to serve
30 days in the Essex County Prison.
