There is hereby established an Office for Small Business within
the Department of Administration which shall be responsible for providing
financial and technical assistance to eligible businesses. The Office
for Small Businesses shall also:
a. Function in an advisory capacity to small business owners;
b. Help small business owners prepare documents necessary to obtain
business loans, secure performance bonds and credit extensions;
c. To assist potential small business owners with locating office or
building space for their business;
d. To encourage local financial institutions and other investors to
provide financial assistance to eligible businesses;
e. To provide a forum where individuals can receive information and
guidelines on how to establish or expand small businesses.
The Mayor shall appoint the appropriate personnel to oversee
the operation of this office.
The Mayor shall also establish a 23 member Advisory Committee,
which members shall be confirmed by the Governing Body consisting
of the following: Business Administrator; a representative of the
City's Legal Department; two merchant representatives from each ward;
two representatives selected by each Council Member-at-Large, two
representatives of the local banking community, one of whom should
be familiar with the Community Reinvestment Act (C.R.A.), as well
as one member of the Municipal Council as a representative of the
Governing Body.
The Committee shall consist of 23 members subject to confirmation
by the Council. Each shall serve for a term of four years, or until
his successor shall be appointed and confirmed by Council. All appointees
by the Mayor to fill vacancies shall serve for the unexpired term.
In addition, all Council appointees shall serve for a term of four
years.

An Annual Report shall be submitted to the Municipal Council
for review.
