Editor's Note: The Department of Health and Welfare was repealed
by Ord. 6 S+FH(S-1), 7-16-1986. The Department of Health and Human
Services was renamed the Department of Child and Family Well-Being
by Ordinance No. 6 S+FE, 10-17-2007. The Department of Child and Family
Well-Being was renamed the Department of Health and Community Wellness

There shall be a Department of Health and Community Wellness,
the head of which shall be the Director of the Department of Health
and Community Wellness. The Department shall consist of the following
Divisions:

The Director of the Department of Health and Community Wellness
shall, prior to his/her appointment, be qualified by professional
training in public health or public welfare and shall be further qualified
by experience in responsible administration. The Mayor may, with the
consent of the Council, waive any of the requirements set forth above
when, in their judgment, the best interest of the City shall be served
thereby.
The Director's compensation shall be such sum as shall be fixed
by ordinance of the Council.

The Director, through the Divisions and otherwise shall:
a.
Coordinate and supervise all of the health and welfare functions
and activities of the City Government;
b.
Enforce housing laws and housing ordinances, and administer related
inspections, as it pertains to the enforcement of health codes, ordinances
and statutes;
c.
Supervise the administration of public welfare laws and benefits
within the City;
d.
Operate public health clinics for the prevention and detection of
disease;
e.
Administer State Laws and ordinances relating to public health.
f.
Maintain a continuous study of public health and welfare in the City,
including slum problems, and from time to time recommend to the Mayor
and Council appropriate plans and programs for the protection and
improvement of the health and welfare of the people of the City.
g.
Blood Borne Disease Harm Reduction Act. The Department of Health
and Community Wellness may establish and implement a sterile syringe
access program in the form and manner consistent with State law.
