The Director of the Department of Health and Community Wellness of the City of Newark, in accordance with the provisions N.J.S. 39:5A-1 et seq., has filed a written request with the City Clerk that the provisions of Subtitle 1, Title 39, of the New Jersey Statutes, shall be made applicable to the semi-public and private driveways, open to and used by the public, its tenants and employees, in and on the following premises of the City Hospital, owned and operated by the City of Newark[2], situate in the City of Newark, Essex County and State of New Jersey, and designated and particularly described as follows:
a. 
At Bergen Street-curved driveway leading to main entrance new building, throughout its entire length.
b. 
At Fairmount Avenue-curved driveway leading to main entrance old building, throughout its entire length.
c. 
At Cabinet Street-driveway leading southerly to loading platform and located opposite Camden Street North. Also, driveway off same and leading easterly (over fuel oil tanks) and curving to dead-end at new building.
d. 
At 12th Avenue-curved driveway leading to Receiving Entrance and located opposite Camden Street South. Also, driveway off same and leading northerly approximately 115 feet to dead-end at new building.

a. 
The provisions of said Subtitle 1, Title 39, of the New Jersey Statutes, with the approval of the director of the State Motor Vehicle Commission, are hereby made applicable to the aforedescribed premises.
b. 
The provisions of Title 23, Traffic and Parking, of these Revised General Ordinances, regulating and appertaining to traffic on public streets and places, are hereby also made applicable to the aforesaid premises.
