Milk or cream shall not contain any water, drug, chemical, preservative
or coloring matter which has been added thereto or mixed therewith.

No person shall sell, hold for sale or distribute, any milk,
milk products or fluid milk products or frozen desserts or special
frozen dietary foods that are adulterated or misbranded, nor shall
any person use such products for manufacturing into food for human
consumption.

[R.O. 1966 § 12:4-27]
No person shall sell, hold for sale or distribute, any milk,
no matter under what name sold, or any cream, that is not pasteurized
in accordance with the requirements of State law and the regulations
of the State Department of Health duly promulgated pursuant to State
law, and with the requirements of the provisions of this chapter.
This prohibition shall not apply to certified raw milk.

No butter or milk products or fluid milk products or frozen
desserts or special dietary foods shall be manufactured, shipped,
transported or imported for use within the City unless the milk and
cream used in the manufacture of such products are pasteurized either
before shipment or at the place of manufacture into such products.

No person shall have at any place where milk or milk products
or fluid milk products or frozen desserts or special frozen dietary
foods are kept for sale, or at any place sell, deliver, offer or have
for sale, or keep for use, nor shall any person bring or send into
the City any milk, skimmed milk or cream which is unwholesome, unclean,
watered or adulterated, or milk from cows or other animals that have
been fed in whole or in part on swill or any substance in a state
of putrefaction or in any way unwholesome, or milk from sick or diseased
cows or other animals, or any cream, skimmed milk, butter or cheese
made from any such milk, or any unwholesome butter or cheese.
