a. 
As used in this article, a milk distributor by vehicle shall mean and shall refer to a distributor or milk distributor as defined in Section 13:4-1a of this chapter who engages in the business of distributing milk or fluid milk products from a vehicle.
b. 
Whenever such a distributor is an ice cream peddler subject to the provisions of Article 7 of this chapter, the provisions of Article 7 shall be applicable in addition to the provisions of this Article.

Vehicles used in the transportation or distribution of milk or milk products or fluid milk products or frozen desserts or special frozen dietary foods shall be maintained in a clean, sanitary condition at all times. They shall be well-painted on the inside. The sides, roof and flooring must be smooth and unbroken, without cloth or upholstery in that part where the aforesaid products are carried. If an open vehicle is used a cover of washable material, such as canvas, must be used.

Milk distribution vehicles shall be used only for carrying and distributing milk or milk products or fluid milk products or frozen desserts or special frozen dietary foods, except where written permission has been given by the Health Officer to carry other food items.

The premises from which a milk distributor conducts his business shall be used exclusively for the storage or sale of milk or milk products or fluid milk products or frozen desserts or special frozen dietary foods unless otherwise permitted by the Health Officer.

Whenever two or more milk distributors use the same refrigerator, each shall be held responsible for its proper maintenance and sanitation.

A milk distributor shall furnish a complete list of his/her customers on the written request of the Health Officer.

No licensed milk distributor shall change from the business address indicated in his/her application for a license without notifying the Health Officer.

No licensed milk distributor shall adopt or use a name or trade designation in his/her business, upon his/her milk vehicles, or on his/her bills, advertising or stationery, other than the name or trade designation under which the license was issued, without first notifying the Health Officer in writing, and obtaining his/her permission to make such change.

Milk distributors are prohibited from splitting cans of milk or cream while on the street, on vehicles, in stores or in any place other than in a licensed milk plant.
