The Mayor may appoint one or two Deputy Mayors, a personal secretary,
an executive secretary, and aides, not exceeding 10 in number, who
shall serve, and be removable at the pleasure of the Mayor, and who
shall serve in the unclassified service of the Civil Service of the
City and shall receive such salary as shall be fixed by ordinance.

The Mayor shall prescribe, in writing, the powers and duties
of the Deputy Mayor, Personal Secretary, Executive Secretary and Aides
to the Mayor.

There is hereby established in the Office of the Mayor the title
designation of "Deputy Mayor for Commerce and Economic Development."
The title "Deputy Mayor for Commerce and Economic Development" shall
be a titular designation for a Mayor's aide who shall be appointed
by, and serve at, the pleasure of the Mayor.

The compensation of the Deputy Mayor for Commerce and Economic
Development shall be $1 per annum and the appointee shall be entitled
to no benefits or compensation for expenses from City funds.

Under the direction and supervision of the Mayor, the Deputy
Mayor for Commerce and Economic Development shall:
a. Encourage cooperation and coordination among all development agencies,
both public and private, which support and foster the growth of commerce
in the City of Newark;
b. Serve as Chairman of the City Commerce Commission;
c. Serve as the City's official representative on all matters related
to commerce development;
d. Provide administrative and staff services to the Commercial Development
Advisory Council through the utilization of the staffs of the public
and private sectors; and
e. Serve as a liaison between the Commercial Development Advisory Council
and the City Commerce Commission.
