This title may also be cited as the Administrative Code of the
City.

The City of Newark shall be governed by an elected Municipal
Council, an elected Mayor and by such other officers and employees
as may be duly appointed pursuant to the Charter, general law or ordinance.
The elected members of the Municipal Council shall devote full time
as and when required for the proper and efficient discharge of the
duties of that office.

The City government shall, in addition to the elected Municipal
Council, be comprised of the following offices, departments, and agencies:
a. Offices.
2. Office of the City Clerk.
b. Departments.
1. Department of Administration.
4. Department of Engineering.
5. Department of Economic and Housing Development.
6. Department of Recreation, Cultural Affairs and Senior Services.
7. Department of Health and Community Wellness.
8. Department of Water and Sewer Utilities.
9. Department of Public Safety.
10. Department of Public Works.
c. Division of Departments. The respective divisions, bureaus, boards
and offices into which such departments are divided pursuant to this
title or other ordinances of the City; and
d. Agencies. The various judicial, legislative, advisory and independent
agencies of local government provided pursuant to the Charter, general
law, these Revised General Ordinances or other ordinances of the City.
