The following premises situated in the City, owned by the municipality and maintained by the City or by the parking authority thereof, are hereby designated as municipal lands devoted to the public parking of vehicles for the use and convenience of the public:
a. 
BEGINNING at the point of intersection of the southerly line of Market Street with the westerly line of Washington Street; thence westerly along the southerly line of Market Street 269.27 feet to the easterly line of University Avenue; thence southerly along the said easterly line of University Avenue 253.08 feet to the northerly line of Branford Place; thence easterly along the said northerly line of Branford Place 275.95 feet to the westerly line of Washington Street; thence northerly along the said westerly line of Washington Street 255.69 feet to the southerly line of Market Street, the point and place of BEGINNING.
Being known as Block 73, Lot 31, 58-82 Market Street, 320-340 University Avenue, 65-85 Branford Place and 253-273 Washington Street on the official Block Maps of the City of Newark, New Jersey.

BEGINNING at a point in the southerly line of Clinton Avenue distant 115.65 feet measured easterly from the intersection of the said southerly line of Clinton Avenue with the easterly line of Hedden Terrace; said beginning point being the intersection of the present southerly line of Clinton Avenue and the easterly line of the Hedden Tract; thence (1) south 21 degrees 01 minutes 30 seconds west along the Hedden line, 225 feet more or less; thence (2) south 67 degrees 53 minutes east 149.90 feet more or less; thence (3) north 21 degrees 04 minutes 05 seconds east, 225 feet more or less; to the southerly line of Clinton Avenue; thence (4) along said line of Clinton Avenue north 67 degrees 53 minutes west 149.95 feet to the point or place of BEGINNING.

BEGINNING at a point in the easterly line of Telford Street as said Telford Street was opened by Ordinance of The City of Newark, approved June 12, 1914, which point is distant northerly 133.20 feet from the northerly line of South Orange Avenue; thence along the easterly line of Telford Street 74.36 feet to an angle in same; thence still along the easterly line of Telford Street 202.84 feet; thence easterly at right angles to Telford Street 100 feet; thence southerly parallel to Telford Street 275 feet; thence in a westerly direction 82 feet to Telford Street and point of BEGINNING.

BEGINNING at the point of intersection of the southerly line of Downing Street with the westerly line of Jackson Street; thence southwesterly along the said westerly line of Jackson Street 216.25 feet; thence northwesterly at right angles 91.75 feet; thence northeasterly 100 feet more or less; thence southeasterly parallel to the second course 32.06 feet; thence northeasterly parallel with Jackson Street 118.12 feet to the southerly line of Downing Street; thence southeasterly along said line of Downing Street 55.10 feet to the point of BEGINNING.

a. 
No person shall park a vehicle on any of the aforesaid premises except upon payment or condition for payment of parking charges prescribed therefor by the municipal authority under the rules and regulations governing the parking of vehicles thereon.
b. 
Where parking meters are provided, the applicable regulations of chapter 7 of this title, incorporated herein by reference thereto, shall govern the use of the parking meters on the premises, except as provided herein and under the rules and regulations made hereunder.
c. 
Subject to the provisions contained herein and the rules and regulations provided as herein authorized, parking of vehicles is subject to the applicable provisions of this Title relating to the parking of vehicles.
