As used in this chapter:
CHAINS
Shall mean full chains, strap chains or other types of chains mounted on both rear wheels of a motorized vehicle. *1
SNOW
Shall mean any precipitation depositing any accumulation on the streets, including snow, sleet, hail, ice or freezing rain.
SNOW EMERGENCY
Shall mean a state of street conditions that are hazardous and/or dangerous to vehicular and pedestrian traffic and so declared by the Business Administrator of the City as provided in section 23:6-5.*2
SNOW TIRES
Shall mean tires having treads designed for use in snow, which tires must be in such condition as to serve the purpose for which they are designed.*1

Whenever snow has fallen and the accumulation is such that it covers the street or highway, no vehicle shall be parked on the following main traveled or major roadways or portions thereof:

The above parking prohibitions shall remain in effect after the snow has ceased until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic.

a. 
Upon the declaration of a snow emergency, there shall be no parking upon streets or portions of streets where posted snow emergency signs are displayed on the days and sides of streets indicated. On Mondays, Wednesdays and Fridays, on the south and east side and Tuesdays, Thursdays and Saturdays on the north and west sides on any of the streets listed:

b. 
This section shall be effective when the actual or expected precipitation of snow is the equivalent or greater than six inches.
c. 
Nothing in this section shall permit the issuance of summonses for violations of Title XV, Solid Waste Management, Section 15:2-3 after the streets located within the aforesaid areas are plowed.

Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary "EMERGENCY NO PARKING" signs are displayed. The Director of the Department of Public Safety, or in his/her absence the person duly authorized according to law to act in his/her place and stead, is authorized to declare an emergency and to direct the posting of said "EMERGENCY NO PARKING" signs when weather conditions dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that the "EMERGENCY NO PARKING" signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.

The Director of the Department of Engineering or in his/her absence, the person duly authorized in accordance with law to act in his/her place and stead is authorized to declare an emergency and to direct the posting of "Emergency No Parking" signs when construction works dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that the "Emergency No Parking" signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.

Any unoccupied vehicle parked or standing in violation of Sections 23:6-2 and 23:6-3 shall be deemed a nuisance and a menace to the safe and proper regulation of traffic and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal, before regaining possession of the vehicle.

a. 
When in the opinion of the Business Administrator the actual or expected precipitation of snow will create hazardous or dangerous street and highway conditions for vehicular or pedestrian traffic, he/she may in the manner set forth herein, declare that a snow emergency exists in the City or in a section or sections thereof.
b. 
The Business Administrator shall immediately inform the public of the snow emergency by issuing a press release to the local and metropolitan radio, television and news services.
c. 
The Business Administrator may declare any snow emergency route or any part of a snow emergency route to be free from the restrictions herein imposed, or the snow emergency terminated, when in his/her opinion the weather or street conditions warrant such a determination. The Business Administrator shall give notice of this determination in the manner provided for in paragraph b of this section.
Snow emergency routes shall consist of the following streets in the City:

One hour after a snow emergency has been declared and during its existence, no person shall cause, permit, allow or suffer any vehicle owned by or driven by him/her to become stalled or immobile on any portion of any of the streets designated in Section 23:6-6 because of failure of the vehicle to be equipped with snow tires or chains as defined in Section 23:6-1.
