Broad Manor Urban Renewal Corporation, in accordance with the provisions of N.J.S. 39:5A-1 et seq., has filed a written request with the City Clerk that the provisions of Subtitle I, Title 39, of the New Jersey Statutes shall be made applicable to the circular driveway leading to the entrance open to and used by the tenants, and persons visiting or doing business with said tenants, in and on the following premises of said Broad Manor Urban Renewal Corporation, situate in the City of Newark, County of Essex and State of New Jersey, and designated as #10 Hill Street, Newark, New Jersey, and more particularly described as follows:
Beginning at a point on the southerly curb line of Hill Street distant 87.6 feet westerly from the westerly curb line of Broad Street, thence
Along an arc, curving to the right, a distance of 203.1 feet to a point of the southerly curb line of Hill Street distant 251.6 feet westerly from the westerly curb line of Broad Street, thence
Easterly along the said southerly curb line of Hill Street a distance of 18.0 feet to a point on the said southerly curb line of Hill Street distant 233.6 feet westerly from the westerly curb line of Broad Street, thence
Along an arc, curving to the left a distance of 138.6 feet to a point on the said southerly curb line of Hill Street distant 122.6 feet westerly from the westerly curb line of Broad Street, thence
Easterly along the said southerly curb line of Hill Street a distance of 35.0 feet to the point and place of Beginning.
All as shown on map drawn by the Department of Public Works, [former Bureau of Streets and Sidewalks] dated November 3, 1967 and marked Drawer No. A-1385, which map is annexed hereto and made part of this ordinance [article].

a. 
The provisions of the Subtitle I, Title 39, of the Revised New Jersey Statutes with the approval of the State Motor Vehicle Commission, are hereby made applicable to the aforedescribed premises.
b. 
The provisions of Title 23, Traffic and Parking of the Revised General Ordinances of the City of Newark, as amended and supplemented, regulating and appertaining to and regulating traffic on public streets and places, are hereby also made applicable to the aforesaid premises.
c. 
This ordinance [Article 5] is enacted by virtue of the authority of N.J.S. 39:5A-1 et seq., as amended, and its application as herein provided has been approved by the Director of the Motor Vehicle Commission of this State.
