a.
All applications to the United States Department of Housing and Urban
Development for community development block grant funds shall be accompanied
by an appropriate line item budget.
b.
After acceptance of such Federal monies, no funds shall be disbursed
by the Department of Finance except pursuant to and within the limits
of the line item budget approved by the Municipal Council.
c.
Further, no budget transfers shall be made from any budget line item
in the approved budget without receipt of prior approval by resolution
of the Municipal Council.
d.
Any grant funds received in connection with community development
block grants awarded prior to the adoption of this chapter and which
have not been encumbered or spent, shall not be expended or transferred
except in accordance with this chapter.

The Budget Officer, under the direction and supervision of the
Business Administrator, shall supervise the administration of the
aforesaid funds and shall be responsible for carrying out the provisions
of this chapter.
