The Director of the Department of
Engineering is hereby designated and authorized to administer and
enforce the provisions of this chapter.

The Director of Department of Engineering
and his/her duly authorized agents, shall have the right and privilege
to enter into and upon any lands in the City whereon any building
or structure is or may be erected and of entering into any such building
or structure, for the purpose of examining the condition of the same
and to determine whether the condition thereof is such as to constitute
a nuisance as defined in this chapter.

The authority conferred by this chapter
shall be in addition to the authority heretofore and hereafter conferred
on the City in respect to the construction and maintenance of buildings
and structures, local health ordinances and the removal or destruction
of buildings or structures and parts thereof endangering public health
and safety.

Any person failing to comply with
the registration requirements of Article 1 of this section or otherwise
failing to obey the provisions of this chapter shall, upon conviction
thereof, be punished by a fine not exceeding $200, or by imprisonment
for a term not exceeding 90 days, or both.
