(A) Commencing June 15, 1961, and on the fifteenth day of every third
month thereafter, any person who owns property which is liened by
the Borough may pay such lien, together with all interest, fees, costs
and penalties, in quarterly payments, provided that such quarterly
payment is not less than one quarter of the total amount of the lien,
interest, fees, costs and penalties outstanding.
(B) Any owner of such liened property who avails himself or herself of
the quarterly payment privilege provided for above, shall not be charged
any interest during the period in which he or she makes his or her
quarterly payments on such liens to the Borough. However, if the owner
fails to make any one quarterly payment, then interest is to run as
in other liens at law.

The Borough Council will provide for the appointment of an independent
auditor pursuant to the Borough Code (8 Pa.C.S.A. § 1007(7)).
Said provision for the appointment of an independent auditor shall
be effective February 11, 1991. The Borough Code provides that the
Borough Council shall appoint, by resolution, the actual individual
or firm to serve as the independent auditor. Said resolution shall
be adopted by the end of the fiscal year. Accordingly, this section
does not actually appoint any individual or firm but rather provides
the basis by which an individual or firm could be selected as the
actual independent auditor. This is to be done by resolution at a
later date.
