There is hereby established in and for the Borough a Recreation Board which shall possess all the powers and be subject to all the responsibilities provided in this chapter and in the laws of the Commonwealth.

(A) 
The Recreation Board shall consist of nine members who shall be appointed to five-year terms upon the expiration of the first terms of the original members. The terms of the original members appointed under the authority of this chapter shall be as follows:
(1) 
Two members shall be appointed whose terms shall expire on the first Monday of January, 1980;
(2) 
Two members shall be appointed whose terms shall expire on the first Monday of January, 1979;
(3) 
Two members shall be appointed whose terms shall expire on the first Monday of January, 1978;
(4) 
Two members shall be appointed whose terms shall expire on the first Monday of January, 1977; and
(5) 
One member shall be appointed whose term shall expire on the first Monday of January, 1976.
(B) 
The appointment of the members of the Board shall be made by resolution of Council and the members shall serve without pay.

The Recreation Board shall, at its first meeting of each calendar year, elect a Chairperson and a Secretary and any other officers it deems necessary, which officers shall serve for a period of one year. The Recreation Board may, with the approval of Council, employ such persons who are not members of the Board to assist it in carrying out its duties. The Board shall have the power to adopt rules and regulations for the conduct of its business.
