All persons developing land in the Borough by the building of dwelling houses or other buildings are hereby required to install fire hydrants along the streets of the development at points designated by the Safety Committee of Council.

No plan for the laying out of lots and streets for purposes of building dwelling houses or other buildings thereon shall be approved by Council unless such plan contains and shows the location of fire hydrants to be placed on such lots and/or streets.

Fire hydrants installed under the provision of this chapter shall be installed at the expense of the owners and/or the developers of the land.

No certificate of occupancy shall be issued by the Building Inspector in any development of houses in the Borough unless and until all fire hydrants are installed.

A development shall be considered as the laying out of land and the erection and construction of two or more dwelling houses thereon.

All existing and future fire hydrants in the Borough shall have a National Standard thread. Such thread is defined by the National Fire Protection Association Standard Number 1963 as the American National Fire Hose Connection screw thread.
