Pursuant to § 2403(h) of the Act of April 9, 1929
(Pub. L. No. 177), as amended, known as the Administrative Code of
1929, the Department of Property and Supplies of the Commonwealth
is hereby requested to authorize the Borough to participate in purchase
contracts of the Department. As consideration for such authorization
from the Department, the Borough agrees to be bound by such terms
and conditions as the Department prescribes. Further, the Borough
will be responsible for payment directly to the vendor under each
purchase contract entered into by the Borough.

Council hereby declares that it is prohibited by applicable
investment laws from paying a sales charge or commission in connection
with the purchase of shares of any registered management investment
company ("an eligible governmental authority").
