(A) 
All parking lots in all commercial districts in the Borough shall be paved in accordance with this section.
(B) 
On a prepared and compacted sub-base there shall be applied two successive layers of crushed stone properly compacted and penetrated with stone screenings. Each layer shall have a thickness, measured compressed, of four inches. On the stone base, there shall be applied a total thickness, measured compressed, of bituminous concrete, the application consisting of two courses, namely a binder course and a finish course. The binder course shall have a thickness, measured compressed, of two inches and the finish course shall have a thickness, measured compressed, of 1 1/2 inches. All materials and workmanship shall be in accordance with Form 408 Standards of the Pennsylvania Department of Transportation.

The owner of the real estate upon which a parking lot exists in a commercial district in the Borough shall keep such parking lot in good repair and shall promptly fill all potholes and other defects in the pavement thereof. All such repairs shall be made in conformity with the standards and specifications set forth in § 1438.01.

Whenever the owner of any real estate upon which a parking lot exists in a commercial district in the Borough is notified in writing by the Building Inspector of the deterioration of such parking lot, such owner shall have 10 days within which to take corrective action in accordance with § 1438.02. No person shall fail to take such corrective action within such ten-day period.
