(A) Residential streets.
(1)
On a prepared and compacted sub-base there shall be applied
two successive layers of crushed stone properly compacted and penetrated
with stone screenings. Each layer shall have a thickness, measured
compressed, of four inches. The resultant base made up of the two
layers shall be eight inches thick. On the stone base there shall
be applied a total thickness, measured compressed, of bituminous concrete,
the application consisting of two courses, namely a binder course
and a finish course. The binder course shall have a thickness, measured
compressed, of two inches and the finish course shall have a thickness,
measured compressed, of one inch.

All materials and workmanship shall be in accordance with the
standards of the Pennsylvania Department of Transportation.
(B) Arterial streets. Arterial streets shall be paved in the same manner
as residential streets. The base shall be a total thickness of 10
inches, consisting of two layers, measured compressed, of crushed
stone, each one five inches thick, properly compacted and penetrated
with stone screenings.

No street in the Borough shall be paved unless such paving conforms
to the specifications provided in § 1022.01. All work shall
be done under the supervision and inspection of the Borough Engineer.

(A) Whoever lays or constructs any street paving in violation of any
of the provisions of this chapter shall be required to remove such
paving.
(B) The Borough Solicitor is hereby authorized, upon receipt of a certificate
from the Borough Engineer, to institute immediately an act for injunction
or otherwise to prohibit any paving not in accordance with this chapter.
(C) The remedies provided for herein shall be in addition to the penalty
provided in § 1022.99.
