No person shall use the streets of the Borough, except state highways, by operating any burden vehicle, truck, trailer, trailer truck or commercial vehicle of any kind which has a capacity of more than 1 1/2 tons except for the purpose of and while actually engaged in making deliveries to residents of the Borough.

(A) 
No person shall drive a truck or bus on Shepherd Street, Greenwood Street, DeMaio Drive, Chandler Drive, Coeburn Boulevard or Grant Drive in the Borough.
(B) 
Division (A) hereof shall not apply to a truck or bus which is being driven for the purpose of making a delivery or for collecting or discharging passengers on such streets, nor to a vehicle owned and regularly operated by a resident of any of such streets.
