Every owner of property in the Borough shall, on 30-days' written notice, certified mail, return receipt requested from Council, construct, repair or reconstruct the sidewalk and curb, which sidewalk and curb shall conform to all requirements of this chapter, in front of, in the rear of or along side such property.

All sidewalks and curbs shall be constructed, reconstructed and repaired with concrete only, according to specifications determined from time to time by the Borough Engineer.

All sidewalks constructed in the Borough shall extend from the building line and shall be at least four feet wide.
In all cases where sidewalks and curbs are constructed, reconstructed or repaired over an excavation or other weak or unsupported ground, such sidewalks and curbs shall be supported by iron or steel beams or girders, or stone or concrete arches. In no case shall any support of wood or perishable material be used.
Grading for sidewalk and curb construction, reconstruction or repair shall be upon the line and grade obtained by the property owner from the Borough Engineer and not otherwise.

The Borough Engineer, the Code Enforcement Officer or the Building Inspector shall determine, in the case of individual property, whether or not the sidewalk and curb thereof shall be reconstructed or repaired and, if so, the specific part or parts thereof to be reconstructed or repaired. The Borough Engineer, the Code Enforcement Officer or the Building Inspector may, at any time during the course of the work of constructing, reconstructing or repairing any sidewalk or curb, visit the site of such work to ascertain whether such work is being done and according to requirements. They or one of their assistants shall visit any such site for any such purpose whenever requested by the property owner. Within two days after the completion of the work of construction, reconstruction or repair of any sidewalk or curb, the owner of the property where such work was done shall notify the Borough Engineer, the Code Enforcement Officer or the Building Inspector of that fact, so that the sidewalk or curb may be inspected.
Any property owner, upon his or her own initiative and without notice from any Borough authority, may construct, reconstruct or repair a sidewalk or curb in front of, in the rear of or alongside his or her property, provided that such owner first makes application to the Borough Engineer and conforms to the requirements of this chapter as to line and grade and material used, and that he or she also notifies the Engineer, as required by § 1024.08, within two days after completion of the work. Such property owner shall obtain a permit from the Building Inspector prior to commencing any work.

(A) 
No sidewalks shall be laid on any street in the Borough closer than two feet from the inside curb line to be, leaving a full two-foot strip of grass plot between such curb and the sidewalk.
(B) 
No street plan shall be approved by Council or by the Borough Engineer unless the provisions of this section are complied with.
(A) 
No person shall erect or construct a dwelling, building or other structure, or make any major alteration thereto, on any street or other public way in the Borough, without installing sidewalks and curbs at the time of construction or alteration. The Borough Engineer shall determine whether or not the extent of any alteration is such as to require the construction of sidewalks and curbs under this section. Any person aggrieved by a decision made by the Engineer pursuant to this Division (A) may appeal such decision to Council, provided such appeal is perfected within 10 days from the date of the decision appealed. The appeal shall be filed with the Borough Secretary and Council shall act upon the same within 30 days from the date of filing. The decision of Council shall be final.
(B) 
The Borough Engineer shall, upon request, establish and designate the grades of the sidewalks and curbs to be constructed in front of any dwelling, building or other structure affected by this section.
