Streets expected to carry through traffic as well as local
traffic.

The right-of-way width for arterial streets shall be not less
than 60 feet. The right-of-way width for residential streets shall
be not less than 50 feet.

The width of the paved roadway for arterial streets shall be
not less than 36 feet. The roadway shall consist of six inches of
waterbound macadam surfaced with two inches, after compression, of
asphaltic concrete (Pennsylvania State Department of Transportation
"E" material), applied in two courses. This roadway shall have a crown
of four inches.

The width of the paved roadway for residential streets shall
be not less than 26 feet. The roadway shall consist of six inches
of waterbound macadam surfaced with one inch, after compression, of
asphaltic concrete (Pennsylvania State Department of Transportation
"E" material), applied in one course. This roadway shall have a crown
of three inches.

The paved roadway shall be lined with concrete curbs made of
one-two-four concrete, six inches wide by 18 inches deep, showing
six inches of face.

There shall be provided a grass strip at least 24 inches wide
between the curb and the sidewalk.

The sidewalk shall be of one-two-four concrete, four inches
thick, not less than four feet wide and applied in one course. All
sidewalks shall be kept one inch in elevation above the curb at the
edge nearest the curb and shall have a fall of one-fourth of an inch
per foot.

There shall be expansion joints in the curb and in the sidewalk,
not more than 50 feet apart.

The specifications covering material and labor going into the
construction of the aforementioned roadways, curbs and sidewalks shall
be such as prevail in accepted good practice, conforming to the standards
of the Pennsylvania Department of Transportation. The preparation
of subgrades, the rolling, the method of construction, the concrete
and the accuracy of lines and grades shall conform to such standards
and specifications.

Upon the approval of Council and the Borough Engineer, substitutions
for the aforementioned types of roadways, curbs, sidewalks and the
like may be made, provided that in the judgment of Council and the
Engineer the substitutions are not inferior to the standards of this
chapter.

(A)
No person shall lay out or open any street or highway in the Borough
of a width of less than 50 feet.
(B)
No street shall be accepted by Council as part of the street or highway
system of the Borough unless such street is 50 feet or more in width.
(C)
No new street shall be accepted or approved by Council unless the
same is paved in accordance with the paving specifications set forth
in this chapter or as adopted from time to time by the Borough.
(D)
No new street shall be accepted or approved by Council unless curbing
is installed in accordance with the specifications set forth in this
chapter or as adopted from time to time by the Borough.
(E)
No person shall erect or construct on any new street laid out of
a width of less than 50 feet any dwelling or structure.
(F)
No building permit shall be issued by the Building Inspector for
the erection and construction of any dwelling or building on any street
in the Borough laid out after the passage of this section of a width
of less than 50 feet.
