There is hereby created the office of Sewer Clerk of the City
of Lincoln.

(A) The Sewer Clerk shall be appointed by the City Clerk by and with
the advice and consent of the City Council. The Sewer Clerk shall
be chosen by the City Clerk, and said choice shall be considered by
the Council solely on the basis of the individual's administrative
qualifications with special reference to actual experience in or knowledge
of the duties of his office hereinafter set forth and specific professional
education for, actual experience in, and knowledge of accepted practice
in respect to the position.

(A) The term of the office of the Sewer Clerk shall be not shorter than
for one year nor longer than the term of the City Clerk appointing
the Sewer Clerk. The Sewer Clerk may resign from office or may be
removed therefrom only in such manner as is provided by the statutes
of the state pertaining to the resignation or the removal of the appointed
officers.

(A) Before entering upon the duties of his office, the Sewer Clerk shall
furnish a surety bond in the amount of $5,000 to be approved by the
City Council, said bond to be conditioned on the faithful performance
of the Sewer Clerk's duties. The premium of the bond shall be
paid by the City.
(B) Before entering upon the duties of his office, the Sewer Clerk shall
take and subscribe the oath of his office.

The Sewer Clerk shall receive compensation in such amount and
manner as the Council shall fix from time to time.

(A) The Sewer Clerk, subject to the limitations defined in resolutions
and ordinances of the City and state statutes, shall report directly
to the City Clerk, shall be responsible to the City Clerk for the
proper administration of the business affairs of the sewer department,
pursuant to the statutes of the state, the ordinances of the City,
and the resolutions, motions, and directives of the corporate authorities
with duties including, but not limited to, the following:
1. General Duties:
(a)
Maintain at all times the confidentiality of all sensitive matter
associated with the duties of the office. Unauthorized disclosure
of confidential information could lead to discipline and criminal
prosecution.
(b)
Responsible for preparation of sewer utility billing, including
accuracy of calculating of bills, printing, sorting and mailing all
utility bills.
(c)
Notifies customers of outstanding sewer accounts, including
preparation of water shutoff letters for accounts over 90 days past
due including notifications to IL American Water for disconnection.
(d)
Calculate and data entry of any penalties on utility billing
system, and generate past due statements.
(e)
Downloads all commercial meter reads from IL American Water
website weekly and updates water meter readings into our spreadsheet
to calculate for all commercial account billing.
(f)
Process customer payments, balances cash drawer, data entry
posting, prepare bank deposit and daily cash reporting.
(g)
Provides internal and external customer service to customers,
realtors, mortgagees, etc., handles inquiries and complaints on utility
billing.
(h)
Provides help to customers for other accounts receivable invoices,
City licenses, parking tickets, etc.
(i)
Processes paperwork and computer work necessary to close the
month end customer utility accounts and balance the billing and payments
received for general ledger accounting information, including month
end and year end reporting.
(j)
Serves as primary internal source for the resolution of problems
associated with the design of and changes to programs pertaining to
the City's accounting software system.
(k)
Assists the City Clerk with the performance of duties pertaining
to human resources.
(l)
Substitutes, as needed for the A/P Clerk in functions pertaining
to the issuance of payment and the deputy City Clerk, in the function
as payroll Clerk.
(m)
Under the direction of the City Clerk, prepares and processes
various confidential reports and information pertaining to all functions
of the office of the City Clerk.
(n)
Other duties as assigned by the City Clerk or his designee.

The term "City Council", whenever used herein, refers to the
entire City Council, sitting as one body, and not to the individual
members thereof. No individual member of the City Council shall have
any direct authority over the Sewer Clerk.
