Any person who drives any vehicle with a wilful or wanton disregard
for the safety of persons or property is guilty of reckless driving.
Every person convicted of reckless driving shall be punished
upon a first conviction by imprisonment for a period of not less than
five nor more than 90 days or by a fine of not less than $25 nor more
than $200, or by both such fine and imprisonment, and on a second
or subsequent conviction shall be punished by imprisonment for not
less than 10 days nor more than six months, or by a fine of not less
than $50 nor more than $200, or by both such fine and imprisonment.

The driver of a vehicle involved in an accident within the corporate
limits of the City resulting in injury or death of any person or total
property damage to the extent of $100 or more, shall, by the quickest
means of communication, give notice of such accident to the Chief
of Police of the City. The driver shall also within 24 hours make
a written report of such accident to the Chief of Police. All such
reports shall be for the confidential use of the Chief of Police,
except that said Chief of Police may disclose the identity of a person
involved in an accident when such identity is not otherwise known,
or when such a person denies his presence at such accident. No such
report shall be used as evidence in any trial, civil or criminal,
arising out of an accident, except that the Chief of Police shall
furnish upon demand of any person who has or claims to have made such
a report, or upon demand of any court, a certificate showing that
a specified accident report has or has not been made to the Chief
of Police solely to prove a compliance or a failure to comply with
the requirement that such a report be made to the Chief of Police.
The notice herein required shall be in addition to the report of accident
required to be made by the person involved to the accident report
officer, safety responsibility section, department of transportation,

Any person who shall violate or who aids or abets in procuring the violation of any provision, part or portion of this title for which no other penalty is provided herein, shall, upon conviction, be punished as provided in Section
1-4-1 of this Code, together with costs of suit, or by imprisonment as provided in said above mentioned section, or by both such fine and imprisonment. Each violation shall be deemed a separate offense and each day that a violation continues shall likewise be deemed a separate offense.
