In order to further promote equity and justice and rights of the citizens of this City; to prevent friction, injustice and inequities, prejudice and discrimination that might or could occur from this day hence, and to cooperatively correct any existing conditions or circumstances; to coordinate and incorporate the services and good offices of all groups, charitable, civic, religious, social, governmental, service and all other parts and persons and corporate entities of this community for the foregoing purposes, it is deemed necessary and most appropriate to establish, and there is hereby established, a commission on human relations.

The commission on human relations shall be composed of nine members appointed by the Mayor, and the appointments shall be ratified by the City Council by a majority vote; removal shall be by action of the Mayor and by ratification of a majority of the said Council, in the same manner as appointment; the Mayor shall designate one of the members as chairman and another member as vice chairman, various other officers shall be chosen by the members of the commission. One-third of the members' terms shall expire each year and upon the initial appointment the length of the terms of the members shall be determined by the Mayor, three for three years, three for two years and three for one year.

This Human Relations Commission shall meet from time to time when grievances or other matters are presented to its chairman for consideration and after due consideration shall present recommendations to the City Council; the recommendations shall be duly acted upon by said Council; further arbitrations may be held by the commission by proper application of various parties to the chairman; the commission may, upon its own motion make various suggestions and assert its advice to the City in all matters within its jurisdiction as aforesaid, it being the purpose hereof to confer upon this commission all of the necessary power and authority to carry out its purposes and to comply with federal regulations so far as City development is concerned.
