All public buildings erected or constructed in the City which
may or shall be used for churches, schoolhouses, opera houses, theaters,
town halls, hotels or for any purpose whereby a collection of people
be assembled together for any purpose, shall be so constructed that
all doors leading from the main hall or audience room, where said
collection of people may be assembled, shall be so swung on hinges
as to open outward and that all means of egress for the public shall
be by means of doors which shall open outward therefrom. Any violation
of this section shall subject the offender to a fine of not less than
$100 nor more than $200.
